I need your help: error in the last phase "finishing up" of Windows installation

Windows 8.1 factory installation but under Windows 10 for years.

I tried to create a bootable key with Win8.1 and rufus because the Windows media tool no longer offers the installation of Win8.1. It does not work either.

I have a hard drive on the screen and a disk on the docking station.

The hard drive of the screen was formatted to accommodate an Android operating system but I do not use it anymore because it did not work very well.

I tried to format it via the command prompt(CMD: shift F10) and diskpart but it refuses the clean function and says access denied or error depends a little on its mood. In short It never stopped me from installing Windows on the docking station which worked very well.

Besides if someone knows how to clean and format the hard drive of the screen that would suit me because at the base it was the one that hosted Windows.

I tried by disabling secure boot, by disabling Bootfast.
