I´m a bit unsure, bout my opinon, due to the fact, that I didn´t find any similar configuration of your system with a B360H4-EM in combination with a GTX 1650 D6 OC 4GB card. The 1650 has a bigger power consumption as the 1050, whichg can turn out to be a factor becaus of your current PSUP , which has 250 Watts.
I´d give it a try

As Major_TOM already mentioned the chosen GTX 1650 needs an extra portion power which it gets through a 6-pin yellow-black powercable.
But your Fortron FSP250-50MDN hasn't got such an extra cable. It provides 250 W in total. Which should be sufficient, except the missing extra 6-pin cable.
So the graphic card (and performance) depends on the 75 Watt the PCIe x16 slot provides. Maybe you should keep in mind to get a stronger PSU (Power Supply Unit) which utilizes the full power the GTX 1650 can offer; to give your son more fun with the better graphic.
