Problem with memory at phone B5531

I have Medion phone B5531 (Android 5.1.1, 32 GB memory). Memory check shows 23,4 GB used memory by applications and 7,6 GB for system. When checking all apps and summarize their occupancy they occupy all together only 5 GB. I deleted data from gmail and the used memory for gmail shrinked from 7 GB to only 92 MB but the total used memory still shows 23,4 GB. I don't know hot to convince telephone that it has more available memory than it shows. It remains for work only 390 MB and I cannot make even any necessary update. I don't have saved any videos and only few photos and very small number of apps installed. Plese, help!
