Can't disable full-screen optimization in Windows 10

Hello friends, and everyone else as well. I hope you're all doing well. I am just starting this site. Here's hoping you have better ideas for me. This is being done for a specific reason. I have been having difficulty with my computer recently. In Windows 10, I can't turn off full-screen optimization. The problem persists despite numerous attempts. Is there anyone who can assist me?

Try the F11 key. It toggles between full screen an normal sight, e.g. in a browser with the headlines to be seen.
