Answer

With conventional microwaves, the power cannot be reduced. This means that if, for example, the setting 2 minutes 400 watts is made in an 800 watt microwave, 800 watts are emitted at intervals, so that after 2 minutes an average of 400 watts has been emitted. This is why you may not succeed in microwaving popcorn. If you use an inverter microwave, the power can also be reduced.
If you use a conventional microwave, you can make the microwave popcorn by setting the power to maximum but using a short time as indicated on the packaging.
