does the unit display any sign of life? Try to abruptly interrupt the booting 3 times by switching the unit off as soon as it starts to boot.
See if it will go to the auto-repair or repair tool screen automatically.
If not, then your unit may need to be assessed by a technician.

network connection should be a straight-forward procedure.
You can either perform a first time installation (TV reset in some models) and then configure your internet connection as part of the procedure or you can access the Network menu (menu->settings->network) and configure your network type.

can you access the BIOS? if so, try the following:
Go to BIOS, Go to Boot, Boot Option Priorities Check if you have: Boot Option #1 UEFI OS or anything similar
Modify Change Boot Option #1 to Disabled Save & Exit

unfortunately questions of that nature are difficult to assess since it relies on personal judgement.
I would say that it is normal that the noise reduces whilst unit is on power saving mode.
I advise you to monitor the unit and see if the SSD will start malfunctioning, there will be any signs of overheating or if the performance of the unit will be impacted.

if you are running windows 10, you should check for BIOS updates using device manager.
Good news is that if your unit is only 8 months old you likely have the most updated BIOS version and it is also in warranty.
When you have the GPU peaks, can you identify which apps/activities are using this resource the most, using the task manager tool, for instance?
