CPU throttling is not working - why?

I have an "Medion Crawler E25" but it never goes down lower than clock base. Its that by design or its just software fault? Can anyone tell me?

I know Intel has very elastic sheme to drop performance in case you just stay on "desktop" with windows logo. Why doesnt it happen in AMD?

I know its gaming laptop, but its not required to work on full speed all the time in case if laptop is in idle mode.
